Dr. Mulgrew presents at Academy of European Law

Dr. Mulgrew recently presented her research and work as a scientific expert for the Council of Europe as part of the ERA (Academy of European Law) programme on Framework Decision 909 and its impact on the Transfer of Prisoners (11-12 May 2026).
Dr. Mulgrew presented on the ‘Council of Europe’s 2012 Recommendation concerning foreign prisoners and its revision: the need for specialised standards and challenges in implementation’.
The event was attended by judges, prosecutors, lawyers and prison staff from Portugal, Latvia, Albania, Ukraine, Romania, Poland, Ireland, Greece, Malta, Kosovo, The Netherlands, Hungary, Finland, the Czech Republic, Italy, Germany, Cyprus, Spain, Austria, Belgium, Moldova and Lithuania,
The Conference was hosted by the Centre for Judicial Studies in Lisbon Portugal.
