Murder on the High Seas? The Legal and Ethical Implications of US Attacks on Alleged Drug Traffickers - Rick Lorenz

Are the recent deadly attacks lawful under international and United States domestic law? If they are not lawful orders, can United States military personnel refuse to follow them? Who makes that decision? Rick Lorenz is a retired US Marine Corps lawyer who served as a United Nations Legal Affairs officer in Kosovo in 2000, working in the UN Civil Administration. He was a Senior Lecturer at the Jackson School of International Studies, University of Washington, where he taught Data, Science, and Diplomacy, and International Humanitarian LawAs a Senior Peace Fellow with the Public International Law and Policy Group, he contributes to the Ukraine Accountability Initiative, seeking to deal with alleged atrocity crimes and human rights violations.
