Dr. Mulgrew acts on Advisory Board for IPRT’s 2024 PIPS Report

Dr. Róisín Mulgrew, lead of the Crime, Punishment and Rights Research Cluster, acted as a member of the Advisory Board supporting the Irish Penal Reform Trust, and lead author Tom Lord, in the development of its flagship annual report.
The Progress in the Penal System: A framework for penal reform 2024 report was launched in Dublin on 2 December 2025, with speeches from the Chief Commissioner of IHREC, Liam Herrick, the Chief Inspector of the Criminal Justice Inspector NI, Jacqui Durkan, the Risk and Compliance Manager at the Irish Prison System, Darina Ryan-Pilkington and expert adviser to the Office of the Inspector of Prisons on OPCAT, Sam Gluckstein.
The 2024 PIPS report assesses whether progress had been made with respect to core thematic areas – an effective and humane penal system; prison conditions; prison regimes; complaints, accountability and inspection mechanisms; safety and protection; and release and reintegration. The 2024 Report also provides a timely spotlight on oversight and accountability in the Irish Prison System, focusing on OPCAT ratification and constructive dialogue with oversight bodies.
