1st year students submit report to UN Human Rights Council

A group of 1st year students on the Law (BCL) and Human Rights degree programme at University of Galway has sent a formal Stakeholder Submission to the United Nations Human Rights Council to inform Ireland’s upcoming Universal Periodic Review (UPR) in November 2026. 
The UPR process allows all UN member states to monitor each other’s progress in implementing human rights guarantees. Stakeholder submissions are a core part of this process, allowing civil society the opportunity to influence the dialogue that takes place and the recommendations that are made to the country under review. 
The 1st year students have highlighted a range of human rights concerns, offering research-based analysis and illuminating a range of perspectives of young people in Ireland. 
The students’ Stakeholder Submission addresses the following issues, making recommendations for improvements in how human rights are respected, protected and fulfilled in Ireland:
  • Access to healthcare, including Child and Adolescent Mental Health Services (CAMHS) inadequacies, access to mental health services generally, persistent barriers to transgender healthcare, and a lack of clinical research into chronic diseases and women’s health concerns;
  • Lack of affordable student accommodation and housing for young people;
  • Agriculture and the right to a clean, healthy and sustainable environment;
  • The rights of children in the international protection system and asylum seekers’ right to work;
  • Education rights, including access to Irish-medium education, English as an Additional Language supports, socio-economic discrimination, and ensuring education equity for out-of-school students (i.e. students unable to attend school whether due to disability, prolonged illness or mental health challenges);
  • The rights of older people in residential care settings; and 
  • Ireland’s obligation to take all available measures to prevent Israel’s genocide, apartheid and unlawful occupation in Palestine.
